Information here is not updated in real-time. Temporary (additional) service curtailments can happen due to earthquakes, power shortages and safety reasons.
As of March 14 2013, several rail lines along the Pacific coast in Fukushima, Miyagi and Iwate are still closed. JR East is considering the cancellation of low-traffic lines, and rebuilding others along new inland courses; the process will take years. Negotiations with local communities have just begun,
The Shinkansen and rail lines in the inland Tohoku area are operating along normal schedules. Heavy rains in late July 2011 damaged some local lines in the Niigata area; one local line is still closed.
The largest threat to rail services is earthquakes. Scholars agree that Japan has entered a period of increased seismic activity. A large quake can stop rail services for hours. The Shinkansen has proved its safety but it is also highly sensitive.
The power situation is improving. Railways in the east Japan area got through Summer 2013 &bold(){without canceling runs.} Lights were dimmer, air conditioners were weaker to save energy, but this was the extent of the inconveniences. In fact there was enough power to operate seasonal extra trains. In west Japan, power margins were slimmer: JR Kyushu canceled some runs during daytime hours till September 7 2012. During Summer 2013 &bold(){only JR Shikoku canceled services for power conservation - and only a little.}
The whole nation got through 2013 without any blackouts. Conservation is on everyone's mind. Factories adjusted shifts to reduce peak power usage. Solar panels are being installed at a rapid pace. It seems also that predictions from the utility companies were too pessimistic. Major railways are cutting down on electricity usage by installing efficient vehicles.
Official websites may have pages that are not up to date, even in the Japanese pages. In one occasion the maintainer of this page has contacted a rail company to point out a timetable error on their official website. (It was promptly corrected.) Information available from foreign language pages is sketchy at best.

The through train departs from the &bold(){ground level Tohoku Line platform} at Sendai Terminal, not the underground Senseki Line platform.
Sendai - Ishinomaki by Senseki Line and substitute bus is about 2 hours. One run each way during daytime hours, more during peak hours.
Shinkansen (via Furukawa) is not practical, for the local line between Furukawa and Ishinomaki is slow. Ishinomaki -> Furukawa is roughly one hour. Furukawa -> Ishinomaki takes two hours, including waiting time at Furukawa.
Currently bus is most convenient between Sendai and Ishinomaki.

Tadami - Oshirakawa will reopen October 1 2012. Tadami will become accessible from the Niigata side by train. Recovery is not in sight for Aizu-Kawaguchi - Tadami on the Fukushima side. Substitute buses are available but they do not connect to services on the Niigata side.

In early 2016 the Shinankansen will open between Shin-Aomori and Hakodate. The night trains listed above are likely to be canceled by then. These trains are popular and the sayonara element will make them even more so: they will be difficult to book during holidays.
Several serious accidents happened during April - July 2013. Due to the need to diagnose mechanical problems and implement remedies, intercity limited express services will be partially canceled to end of September at least. The official timetable changed in November 2013; service curtailments became permanent.
The railway is not in its best possible condition and will be challenged if a major earthquake hits the area.

This route avoids Fukushima altogether.
By Joetsu Shinkansen and Uetsu Line Tokyo - Akita is about 6 hours.
There are 3 Inaho between Niigata - Akita in each direction per day. At Akita connections to/from Morioka and Aomori are available. The Akita - Aomori train is called Tsugaru. To Akita the Akita Shinkansen is faster (by one hour and a half), to Aomori and Morioka the Tohoku Shinkansen is much faster, but this course avoids the risks of travel through Fuksuhima. The scenery is better too.
Night train Akebono (Ueno - Aomori) though quite popular, made the last regular run March 14. It will continue running as a seasonal service for some time.

Tokyo - Aizu-Wakamatsu is faster via Kouriyama by Shinkansen. However the Shinkansen tends to stop running after earthquakes and runs closer to the damaged nuclear power plant.
Aizu-Wakamatsu to Kouriyama is about 70 minutes by train. Operations are normal.

The usual route between Tokyo and Ishinomaki is Shinkansen to Sendai and Senseki Line onward. This is not possible for the Senseki Line is partially closed due to tsunami damage.
An alternate route is to take the Shinkansen one stop further to Furukawa and then take the Rikuu East Line to Kogota, and from there the Ishinomaki Line to Ishinomaki. In most cases two transfers are required.
In many cases connections at Furukawa are poor. In such cases it is cheaper to get off the Shinkansen at Sendai and use the Tohoku Local Line to Kogota.
If using an automated pathfinder &bold(){specify Kogota as a stopover point}. (With Hyperdia enter "KOGOTA" in the field PASS1 in the details page.) Also enter the date of the trip, for Tohoku Shinkansen seasonal runs often provide better connections.

As of September 19, most schedules are back to normal.
Most services between the Tohoku area north of Kouriyama and Tokyo use the Tohoku Expressway, which travels 150 km (nearly 100 miles) inside the 80 km (50 mile) radius of the Fukushima Daiichi Power Plant. This highway will be blocked if a major accident happens there. Note that with only a modest event local residents may start evacuating with their cars and create traffic jams.

The ferry ports of Oarai (Ibaraki-ken), Sendai and Hachinohe were severely damaged by the tsunami of March 11. Aomori was spared due to its location. The damage at Hakodate was minor.

All expressways in the Tohoku region have reopened, with the exception of the Joban Expressway which runs near the damaged power plant. This road is blocked north of Iwaki. The government has announced that it wants this route open by May 2015.

Civil servants and transportation sector workers are well trained to cope with the risk of earthquakes. If you encounter a strong earthquake during travel, trust these people and follow their orders.
Shinkansen trains slow down before the main shock of an earthquake arrives. A network of sensors comprise an early warning system. Only one formation was knocked off the tracks by the magnitude 9 earthquake of March 11.
Preparations toward nuclear accidents are unfortunately feeble at best. Often they simply don't exist. As of April 13, one month after the first explosion at Fukushima Daiichi Power Plant, Fushima-ken, Fukushima City, Kouriyama City have not announced disaster response plans on their official websites. In case another accident happens at Fukushima Daiichi, the officials will have a hard time coordinating their efforts.
Another problem is interaction between earthquake and nuclear crisis. This has become apparent in many ways. The officials have not yet revised their earthquake crisis management plans. In inland cities fire is considered the greatest danger. Everywhere the manuals say: "Once the shaking is over, everyone should be promptly led outside."
Trips through Fukushima should be avoided whenever possible. Those who decide to do so nevertheless should keep in mind that at least three things are likely to happen if a major accident happens at the nuclear power plant:
1. Orders from officials will not be consistent.
2. Traffic jams will develop as citizens try to escape by car.
3. Phone exchanges will be overloaded and contact by phone will become impossible.&br() (Online translation services will be out of reach.)

Though we try hard to provide details on railroad operations, information here is not updated in real-time. Temporary (additional) service curtailments may be imposed due to power shortages and safety reasons. Fortunately they have not happened since April 2011; it seems the power supply has stabilized.
As of May 30 2013 almost all Tokyo area lines are operating on normal schedules. Standard timetables changed in March 2012 on most lines again in March 2013.
Tokyo Electric Power Company (TEPCO) cannot turn on nuclear reactors until the cause of the Fukushima Daiichi accident are fully understood and preventive measures implemented. The company is not likely to regain public confidence soon.
Electricity demand rises during summer, but the rail operators got through the Summer 2012 season without service curtailments: electricity saving measures went no more beyond dimming lights, adjusting air conditioner settings and such.
//Note that the time frame is approximate. Even when we say "such-and-such section open between 10AM-8PM" a service scheduled to depart at 7:45 may be absent. Also please be careful when crossing rail tracks when sections are "closed".

Rapid Airport Narita is a commuter-type train. No extra fare unless you use the Green Car. It departs hourly from the Sobu Underground platforms of Tokyo Terminal. Follow the Narita Express (N'Ex) markers.
&bold(){Important: Airport Narita does not come to Ikebukuro, Shinjuku and Shibuya. Departures from "Narita Express" platforms at these stations do not go toward the airport unless they are actually Narita Express}. From Shinjuku it is easier to take the yellow train and transfer to Airport Narita at Kinshicho, a smaller station than Tokyo Terminal. If in a hurry take the orange train and transfer to the yellow train at Ochanomizu. From other stations take the Yamanote Line to Shinagawa or Tokyo.

In any case &bold(){avoid transfers at Kokkai-Gijido-mae,} including transfers involving Tameike-Sanno connected underground. |TEPCO announced to Japanese Government as "Emergency", according to "Law of Taking special counter for Nuclear disastor", because the amount of radiation increased again and exceed the limitation value at boundary of Fukushima Nuclear Power Plant No.1 area. At the boundary of Plant area, the amount of radiation was measured 1015 micro Sv in one hour at 12. Mar afternoon. After that, once the amout decreased but at 13.Mar. morning 8:20, the amount was measured as 882 micro Sv. The limitation of radiation amount for person by law is 1000 micro SV per year. There is an activity for opening exhaust vent to emit steam(with small amount of radiation substance) from Reactor housing at the 3rd Reactor. |Agency: Uranium fuel may be melting at reactor. The government's Nuclear and Industrial Safety Agency says 2 radioactive substances, cesium and radioactive iodine, have been detected near the Number One reactor at the Fukushima Number One nuclear power station.The agency says this indicates that some of the metal containers of uranium fuel may have started melting. The substances are produced by fuel fission. University of Tokyo Professor Naoto Sekimura says only a small part of the fuel may have melted and leaked outside. He called on residents near the power station to stay calm, saying that most of the fuel remains inside the reactor, which has stopped operation and is being cooled. * Earthquake Early Warning (緊急地震速報 - Kinkyu Jishin Sokuho)
The Earthquake Early Warning is an earthquake alert system provided by Japan Meteorological Agency through TV, radio and some other devices. It warns imminent strong earthquakes. It did work for the M9.0 quake on March 11. You will only have a matter of seconds after the alert, so stay calm and act fast when you see or hear it; make sure to hide yourself under something hard.

As you know, Fukushima Nuclear Power Plants are still in a tough and unpredictable situation. The Japanese Government issued an evacuation order to people nearby. Keep your eyes on the news.

If you must, keep all of your skin covered in heavy clothing. Also wear a wet towel to cover your face to reduce radioactive materials entering your lungs. DO NOT drink any water or soft drinks left in a can or a bottle. When you are coming back in a building, you must change or dispose all of your clothes or accessories which were exposed to contaminated air. Dispose them outside, and do not bring them into the building.

Make sure to turn off lights when not in use, computers that are unattended, and TV when not watching.

- Wear heavy clothing or anti cold climate wears to keep warm.
- Covering up your wrist, ankle and neck will help the most.
- Wear blankets etc, and reduce the usage of electricity based heating appliances.

According to Tohoku Electric Power(東北電力, Tohoku Denryoku), power has been restored to about 750,00 houses in Tohoku area and Nigata prefecture. However, still 3,940,332 houses are without powers.
Following houses are without power: Miyagi Prefecture 1,364,016 houses, Iwate 773,885 houses, Aomori 723,884 houses, Akita 51,799 houses, Yamagata 39,620 houses and Fukushima, 177,077 houses
In addition, there are 81 houses without power in Tokaichi-machi(十日市町)and tunan-town(津南町) in Nigata.
Tohoku Denryoku is asking people to minimize the electric usage due to the damage of power stations.

Miyagi Seikyo(みやぎ生活協同組合) opens 12 shops in Sendai and Tomitani Town.
The shops currently open are:

According to Sendai - Gas, domestic gas services are unavailable. They do not know when normal services will be resumed. 360,000 households in Sendai City(仙台市), Natori City(名取市), Tagagimachi city(高城町), Tomitani town(富谷町), Rifu town(利府町) and Daiwa town(大和町) are affected.

Tsunami warning continues please do not go closed coastal areas
Even though we are receiving the emergency supplies from other areas in Japan, there is a limited supply. We appreciate your patience.
If you need to evacuate, please take water, food and blankets if you can.
Sendai City Council requests that convenience stores, supermakets or petrol stations owners to open to supply essentials. All council buildings are closed on 13 March, except stated as evacuated points.
Some kindergartens or childcare centre may be open, however food and water cannot be provided due to damages.
Hospital Situation
There are many people who are badly injured, the hospitals are giving priority to critical injured patients. Please understand if you have minor injuries you might not be able to get immediate medical support. All hospitals are open between 9am to 5pm. However emergency cases are accepted 24/7.
It is confirmed that all patients who are staying hospitals are safe. Hospital staff are busy attending to the injured so please do not visit your families in hospital, and do not make calls to hospitals asking for confirmation of patient’s situation.

Rotational electric power interruptions are planned by Tokyo Electric Power Company (TEPCO) and Tohoku Electric Power Company (Tohoku EPCO) to prevent sudden massive blackouts.
The areas managed by TEPCO and Tohoku EPCO are divided into several groups. For each group, there will be a 3-hour maximum of electric power interruption (intentional blackout) within the scheduled hours.
TEPCO's rotational blackout will take place in Tokyo, Kanagawa, Chiba, Saitama, Gunma, Tochigi, Yamanashi and Shizuoka Prefectures. Ibaraki Prefecture is excluded because of severe damage, although some areas near the border may still be included in the blackout areas. The rotational blackout started from March 14 and may last for a long time since the use of electric power is predicted to rise during the summer.
Tohoku EPCO's rotational blackout will take place in Akita, Yamagata and Niigata Prefectures as well as parts of Aomori Prefecture. Tohoku EPCO canceled all of the palnned blackouts previously announced for the low demand for electric power made it unnecessary, so from March 16, blackout has not yet occured. Nevertheless, Tohoku EPCO does not deny the possibility of future intentional blackouts.

- The exact duration of the planned blackouts may vary depending on the demand for electricity.
- Depending on the situation, there may be interruptions other than the scheduled ones.
- If a certain region belongs to two (or more) groups, there might be more detailed information available at the electric power company's website, or it may be that the company doesn't know which group that region really belongs to until the blackout is actually takes place.

- Unplug your electric appliances just in case.
- Turn off and unplug your computers and hard drives to prevent data loss.
- Save some water if you need it. Some buildings use electricity to pump up water. Hot water supply may be lost during blackouts if your system runs with electricity instead of gas.
- Refrigerators can maintain its low temperature for a few hours. If you want to raise its efficiency, you can take things like ice, refrigerants or ice packs from the freezer room to a cold room.

TEPCO areas are divided into 5 big groups, each big group is subdivided into 5 subgroups, making 25 subgroups in total. These subgroups are labeled Group 1-A, Group 2-C, etc. Some areas have been added to the blackout areas, but there are no changes to the "five big groups", if your area belonged to group 3 before, your area is likely to be in group 3. e.g. 神奈川県愛甲郡清川村煤ヶ谷 (Kanagawa-ken Aikoo-gun Kiyokawa-mura Susugaya) has group 1-E, 4-D and 5-D assigned. My house in Susugaya may be group 1-E, but my neighbor's house may be group 4-D. Once groups 1-E, 4-D and 5-D experiences planned electric power interruption, my neighbor & I will know which group our houses actually belong to.

- いいんじゃないでしょうか>色づけ Mac OS X上のSafariで見たら東京電力資料で使われている色とずれて見えたので(他のブラウザではずれていなかったのかも。もしそうならすみません)、近づけてみました。29日のスケジュールが出たので掲載しました。 -- ymatz (2011-03-28 19:28:14)
- 早速更新ありがとうございます(かぶるところでした)! 私はAdobe Readerで表示される色をMac OS Xのスポイトツールで選択しましたが、Safari経由だとCMS(色管理システム)が効いているのかもしれません。大体合ってればいいと思います、ちなみに私の画面(Firefox 3.6, iBook G4)では大きい変化は見られません。 -- Guang (2011-03-29 21:46:55)
